Position Paper on the draft Public-Private Partnerships (PPP) Guidelines of 2019
This paper comes in response to the Ministry of Finance, Planning and Economic Development’s invitation for comments on the draft Public Private Partnerships (PPP) Guidelines of 2019. In a bid to enrich the Guidelines with a human rights based perspective, a section of civil society organisations, coordinated by the Initiative for Social and Economic Rights, developed this position paper.
