Policy Brief Series on Public Debt and Economic and Social Rights in Uganda

How does public debt shape the delivery of health care, education, social protection, and climate action in Uganda? This policy brief series examines the relationship between public debt, government spending, and the realization of economic and social rights, offering evidence-based analysis for strengthening fiscal policy and protecting investments in essential public services.

Drawing on budget and debt data, the series explores how increasing debt servicing obligations affect public investment in critical sectors, including health, education, social protection, and climate action, and what this means for the progressive realization of human rights.

The series comprises five complementary policy briefs that present evidence-based analysis and practical policy recommendations aimed at promoting sustainable debt management while safeguarding investments in essential public services. Together, the briefs call for a rights-based approach to fiscal policy and public debt governance that places people and equitable development at the centre of budgetary decision-making.
