On March 6th, 2025, ISER, in partnership with Namati–Kenya and the DPI Safeguards Initiative jointly stewarded by the United Nations Development Programme (UNDP) and Office of Digital and Emerging Technologies convened over 60 government, civil society, academic, and development partner representatives to explore how Uganda can advance its digital transformation while centering human rights protections. This report captures the critical discussions and recommendations raised during the Dialogue including opportunities, and risks surrounding Digital Public Infrastructure (DPI), the need for inclusive and gender-sensitive approaches, and the importance of strong legal safeguards, transparency, and continuous stakeholder engagement to ensure participatory and rights- based in digital policy-making.
